Argo is a global array of 3,000 free-drifting profiling floats that measures the temperature and salinity of the upper 2000 m of the ocean.  This allows, for the first time, continuous monitoring of the temperature, salinity, and velocity of the upper ocean, with all data being relayed and made publicly available within hours after collection.

The Joint WMO-IOC Technical Commission for Oceanography and Marine Meteorology (JCOMM) is an intergovernmental body of experts, which provides the international, intergovernmental coordination, regulation and management mechanism for an operational oceanographic and marine meteorological observing, data management and services system. JCOMM is supported by a joint Secretariat, in WMO by the Marine Meteorology and Oceanography Programme and in IOC through the Global Ocean Observing System (GOOS) Project Office and the International Oceanographic Data and Information Exchange (IODE) Secretariat. Marine Meteorology and Oceanography Programme is under the responsibility of the Ocean Affairs Division of the Applications Programme Department (APP) of WMO.

Marine Climatological Summaries Scheme

MCSS

The MCSS, established in 1964, has as its primary objective the international exchange, quality control and archival of delayed mode marine climatological data, in support of global climate studies and the provision of a range on marine climatological services.  Eight countries are designated to process the data and regularly publish the climatological summaries. Two Global Data Collecting Centres (GCC) were established in 1993 in Germany and the United Kingdom to facilitate and enhance the flow and quality control of the data.  All data are eventually archived in the appropriate World Data Centres, such as the National Climatic Data Center (NCDC).

 

Global Digital Sea Ice Data Bank 

GDSIDB 

This project, the GDSIDB, initiated in 1989 in support of global climate monitoring, research and prediction, as well as specialized services, has as its primary objective to implement a consolidated data bank of digital sea-ice information. Several countries are participating, and contribute to the merging of digitized sea-ice data into a single data bank. The two main centres are the National Snow and Ice Data Center (NSIDC) in Boulder, USA and the Arctic and Antarctic Research Institute (AARI) in St Petersburg, Russian Federation. Comprehensive data sets now exist for the Arctic Ocean and other northern hemisphere sea ice areas, for the period from the 1960s to the present. Some digital data for the Antarctic are also available.

 

Global Temperature-Salinity Profile Programme 

GTSPP 

A cooperative international programme, the GTSPP maintains a global ocean T-S resource with data that are both up-to-date and of the highest quality possible. Both real-time data transmitted over the (GTS), and delayed-mode data received by contribution countries are acquired and quality controlled by the Marine Environmental Data Service (MEDS, Canada) and eventually incorporated into a continuously managed database maintained by the National Oceanographic Data Center (NODC), USA.  Countries contributing data to the project are Australia, Canada, France, Germany, Japan, Russia, and the United States

Global Observing System Information Center 

GOSIC 

The Global Observing System Information Center (GOSIC) provides information on the observing requirements, the operational data systems, and the access procedures for finding and obtaining data and products of the G3OS. The G3OS consists of the Global Climate Observing System (GCOS), the Global Ocean Observing System (GOOS), and the Global Terrestrial Observing System (GTOS). GOSIC is supported by the US National Aeronautics and Space Administration and the US National Oceanic and Atmospheric Administration. GOSIC is housed at the University of Delaware, USA.

 

International Convention for the Safety of Life at Sea

GMDSS and SOLAS

The WMO Marine Programme coordinates the dissemination of warnings and weather and sea bulletins according to a broadcast schedule, in conformity with procedures laid down under the Global Maritime Distress and Safety System (GMDSS) protocols within SOLAS. For broadcast purposes, the world's oceans are divided into a number of areas of responsibility called Metareas, each the responsibility of a National Meteorological Service (I: United Kingdom; II: France; III: Greece/France; IV, XII and XVI: USA; V: Brazil; VI: Argentina; VII: South Africa; VIII(S): Mauritius/La Réunion; VIII(N):India; IX: Pakistan; X: Australia; XI (Indian Ocean): China; XI (Pacific Ocean): Japan; XIII: Russian Federation; XIV: New Zealand and XV: Chile). JCOMM Electronic Products Bulletin

J-EPB

This is the first Electronic version of the JCOMM Products Bulletin [J-EPB].  Its continuing evolution is being implemented at the IRI for Climate Prediction at Lamont-Doherty Earth Observatory [LDEO] of Columbia University, in response to the needs of the oceanographic and earth science communities for real-time oceanography. The format of the global analyses is standardized in such a way that monitoring products can be compared for decision making. In addition, the different data sets are available on line. This will enable users to edit, contour and compute their preferred indices, time series or animations at diverse locations. The internet addresses of the different analysts and national services involved in the making of J-EPB are included (hyperlinked) in order to ease communications between users and servers.

Marine Pollution Emergency Response Support System

MPERSS 

MPERSS's primary objective is to have in place a coordinated, global system for the provision of meteorological and oceanographic information for marine pollution emergency response operations outside waters under national jurisdiction. The areas covered have the same geographical distribution than those for the the GMDSS, and Area Meteorological Coordinators have been identified for all of them.

SEA ICE SERVICES

 

Navigation in ice-frequented waters for the purpose of trade and commerce, fishing, exploration or research has always been a rather hazardous operation. For this reason, national sea-ice information services have been established in many countries to provide support for such operations, through the provision of both climatological and real-time ice analyses and forecasts.
